If your website is hosted on such a SEO Plan then what you need to do is just host a website or a blog like word press on each of unique Class C IP and post article on regular basis in these blogs with links linking to your target site but all this should not look like spam, articles must be unique with keyword density of up to 8 percent and not more than two links in a post of 400 words.
